Support multi-package sessions. When submitting multi-package sessions, the caller will also pass the ids of the child sessions. In that case, the main session has to be treated only as a meta-session, and the child session ids are used to retrieve the packages. Bug: 118865310 Test: atest apexservice_test; verified that at boot the sessions are scanned and marked as failed if something goes wrong.
