Delete apex_test_build_features The apex is no longer used. It was used to manually test the APEX build system in the early days of APEX. Now the build system is mature and is covered by many unit tests and "real" APEXes. Test: m Change-Id: I14a1f073fa65835630d3ad1d7ca1f132f78bc94a
