Avoid creating the initial APEX mount point. This is now created and mounted by the OS, see Change Ie27775e9f40a27b510272f212762624a04e94f1d. Test: successfully starts Change-Id: Ib0dd2b9333e8c7205737a4140100dece03213fb2
