Only runtime and tzdata APEXes are activated during bootstrap Not all APEXes have to be activated during the bootstrap. If a pre-apexd process needs files from APEXes other than the runtime and tzdata APEX, the process should either cut the dependency to the files or has to be moved to post-apexd.
