Add i18n module to bootstrap Both runtime and tzdata module has some dependency on i18n module. The i18n module contains only ICU .dat module now, and is used by the ICU in runtime module. Bug: 137009149 Test: device boots Change-Id: Id848fbaa95ecaae619539a827498eccce58b2bb5
