DO NOT MERGE ANYWHERE tombstoned: Avoid creating the tombstoned_java_trace socket. Its use is hard-wired off by default. This fixes an SELinux denial when init tries to create it. We see a denail because the SELinux aspects of these changes have been reverted on DR because it's the same API level as oc-dev.
