libsnapshot: Re-expose InitiateMerge and ProcessUpdateState These functions are used directly in update_engine now that it is responsible for initiating the merge. update_engine has its own message loop, so WaitForMerge / InitiateMergeAndWait becomes useless and are deprecated.
