Use BOARD_USES_VENDORIMAGE to detect vendor image presence - DO NOT MERGE When building without vendor/... in the tree, we won't be creating a vendorimage, so BOARD_VENDORIMAGE_FILE_SYSTEM_TYPE won't be defined.
