Create versioned graphics-base-* files. Rather than constantly updating the one file as HAL change, have a header per version. For now, the old file just includes the new ones, until all the usage of graphics-base.h can be cleaned up. Bug: 66900669 Test: build Change-Id: I396ce24f8e62b52c129a2b276698e4f00b1993f7
