healthd: partially fill in health 2.1 HAL fields - batteryCurrentAverage - batteryCapacityLevel - batteryChargeTimeToFullNowSeconds - batteryFullCapacityUah Some of the fields are left 0 / UNKNOWN and will be implemented in b/142260281.
