Remove bcp_dep. Since the build system move to kati/ninja, build command is an implicit dependency of a target. This makes the bcp_dep / bcp_md5 thing obsolete. Test: make Change-Id: I4ce9ebdabfc72b188e49f12888054d63b3cda64d
