Merge changes from topics "adbd_reboot", "adbd_verity"

* changes:
  adb: replace reboot service with exec of /system/bin/reboot.
  Move enable-verity/disable-verity out of adb to a helper binary.
  Use adbd_system_binaries to track adbd's dependencies.
