Set /sys/power/wake_lock permissions on init.
system_suspend need to be an early_hal as it's required before storage
encryption can get unlock on FDE devices.
/sys/power/wake_lock is a dependency of system_suspend (only in Q and
earlier). Permissions on this file need to be set early enough.
