Reland "Add static libbinderthreadstate explicitly to charger module."" This reverts commit 17a65497bb33d2fffd83ee17871633af1faa6b47. Reason for revert: Dependencies which broke tests due to exclusion from LOCAL_JNI_SHARED_LIBS have been added. Change-Id: I51e8ea7072026f233cd4a6c7e2142d92603af1f9
