Add skip-secondary flag The skip-secondary flag now replaces flash-primary. This flag will skip over the secondary images for both flashall and update. Change-Id: I9f380f3195006d325d6c45776bf79ecec17506ad (cherry-picked from commit e180929866b218b901ba2069615794f076d06b13)
