Switch to new encoding scheme for large records. Move to the new SPLIT/SPLIT_END encoding scheme used by simpleperf for records with oversized (more than 2^16 bytes) payloads. Bug: 29818021 Change-Id: I40126748dbe9b07b107c85b891f7aafbc556ae1f
