simpleperf: temporarily disable handling cpu hotplug in record cmd. mmap() can fail in cpu hotplug handling code, So disable it temporarily to pass cts test. Bug: http://b/65528673 Test: run CtsSimpleperfTestCases. Change-Id: I4dd4958d802310dfaf6881ad1c438b4e130205c6
