Add .clang-format files Adds standard .clang-format. This changes will be followed by (1) a series of change per directory to enable and fix the current formatting, using the most appropriate .clang-format configuration. (2) a final change to enable repohook clang-format for the whole repository. Test: None, these files are not in used yet. Change-Id: Ie873070586789107463ec56e53188339282f383b
