profcollectd: Separate profile processing and reporting into two commands This allows the system to perform processing during system idle, saving profile disk space that accumulates over time. Test: build Bug: 79161490 Change-Id: I3cdf3ecb2d7d02cd72cd5f85339d92824703eeb6
