simpleperf: add api_app_profiler.py. It is used to help the API controlling simpleperf in app code. Bug: 123717243 Test: run api_app_profiler.py to help profile app CppApi and JavaApi. Change-Id: I1ada2ad9fbf040816db999632f4300c496c63a58
