Implemented handling of argument file and directory paths in torq.py. Checked that the argument passed for --out-dir is a valid directory path. Also checked that the argument passed for --perfetto-config is a valid file path. Test: atest torq_unit_test Bug: 352571366 Change-Id: Ia695bba235e567dfc2407d7a66ac5c755ac410ef
