Do not use --exclude-libs linker flag for Windows Bug: http://b/110800681 This flag is not supported by lld, and probably has no effect on Windows with the binutils linkers. Test: Build with lld Change-Id: I1ca242bf0a004695a101b5b5c068867c69ea9f33
