profcollect: Don't attempt to restart the service on process exit If the device does not have tracing capabilities, we can quit the profcollectd process, saving a few MBs of memory. Test: boot Bug: 79161490 Change-Id: I092e6c1a689fd266281e8366353d5d075056993f
