Move ETM decode back to idle processing stage ETM decoding is CPU intensive and caused increased battery usage. Move it back to process when the device is idle and charging to reduce the impact. Test: presubmit Bug: 343556964 Change-Id: I4ab6589abe81480379c19ac37aab2d7fde192d09
