profcollect: change default sampling period to 1500ms The current default of 500ms is too short, Google internally push a higher sampling period config. Bump the default so that AOSP users also benefit from a longer sampling period. Test: presubmit Change-Id: I65085c37926b419ca71bde37e7a5c30b712e93f3
