Use accessors for setting X509 signature and algorithm. BoringSSL has supported APIs for doing this now. Note X509_set1_signature_algo sets both copies of the signature algorithm. Test: mm Change-Id: I2f1c2fd599241d4278d85c33276552c3c656e384
