Remove String16 from client-facing code. String16 is still used internally for now, but it will disappear as soon as IServiceManager becomes a HIDL interface itself, which will make it a hidl_string instead. Bug: 31297066 Change-Id: Ibede2b8e4f7a220d3b87ee7c4960094f4fab030a
