Revert "Make FMQ code into a shared library" Moving the message-queue descriptors as a predefined HIDL type removes the only file in libfmq. b/31091383: Adding WireMQDescriptor as a hidl type This reverts commit 25ddacaabf699ee8f05f8304ef1552a5afe3a41d.
