Remove clang format. This makes it hard to keep this project in sync w/ libbinder. It is also just skipped most of the time. We should be trying to keep these two projects in sync while we have both of them. Bug: N/A Test: N/A Change-Id: I6a47a85aa59c9dad3ee19dba5d5307e7207c5716
