Adds warning message if kernel doesn't support dynamic HAL shutdown. Test: Running on a device without the necessary kernel patch and observing lack of HAL shutdown & presence of this new warning message. Change-Id: Ifcf32fa437441d4636fec5ce159f419e3addf148
