Allow AID_SECURITY_LOG_WRITER to write to security log buffer

Allow AID_SECURITY_LOG_WRITER (android.permission.WRITE_SECURITY_LOG)
to write to the security log buffer. For backwards compatibility,
AID_ROOT, AID_SYSTEM and AID_LOG still keep their existing access.

Test: manual - set up Device Owner enable security logging,
      connect a BLE device and pull logs
