Make `rustfmt.toml` a real symlink The file was committed without its symlink attribute back in https://r.android.com/1652334. Test: `cat rust/rustfmt.toml` shows file content now Change-Id: Ia0e833e6bcd97da01715a964b15255014b11ef6f
