Start SPI Allocation Window at 256 RFC 4303 reserves the first 255 SPIs for future use and they may not be allocated. Thus, restrict the random range. Bug: 77205120 Test: runtest frameworks-net Change-Id: I809e7efa238e065ba092639e6001c7ac33d91bb3
