Add binder API to allow UID bypass VPN on specific network Adds a netd binder API to allow a UID to bypass a VPN on a specific (and explicitly selected) network. This API will be used to temporarily allow browsers that provide custom tab implementations to protect themselves from VPN in favor of the captive portal network.
