Follow-up commit of aosp/2367328

This commit resolves comments addressed in aosp/2367328.

- Allow the feature to work on all types of networks.
- Improve error handling.
- Rename ‘settings’ to ‘rangeConfigs’.
- Rename ‘mUidsAbleToSelectThisNetwork’ to ‘mAllowedUids’.
- Add more comments.
- Extends test to verify if UIDs are reset when the setting for a
  network is not provided in the INetd::setNetworkAllowlist.
