Produce ZERO operations directly for zero blocks. We already know that these blocks are zero, no need to read from them again and check if they are zero. Bug: 77817425 Test: brillo_update_payload generate and verify Change-Id: I26e8d4e93f342fecdf8a1d73fba4d5926e352f21
