extract-utils: Use LOCAL_VENDOR_FILE instead of LOCAL_PROPRIETARY_FILE

* Oreo expects VNDK compatible files to be listed as LOCAL_VENDOR_FILE,
  not LOCAL_PROPRIETARY_FILE.
