NFC: Dynamic config selection based on NQ chip

Some of the 8998 targets have NQ220 and some of them
are having NQ3XX, so software stack should work with
both the chip types.

Dynamic config file implementation based on chip type
is added as NQ3xx chip needs separate config file.
