IPACM: fix rndis/ecm routing rule missing For rndis/ecm use-cases, the routing rules are missing and cause the DL traffic all de-natted and then rt-miss comes to pipe2 . The fix is to construct ipv4 RT rules correctly for rndis/ecm clients. Change-Id: Iec049090fc59c956c98ccdadc6a04517d0326a84
