st-hal: Add change to dynamically load sound trigger platform files QCV allows multiple chipsets to be supported on a single vendor. Enable support to dynamically get sound trigger platform files from different locations based on vendor property in the system. Change-Id: I80a92705e2d521fe726643f0428570316a0464df
