AVRCP: ignore passthrough PLAY command while music is playing and SHO occur

For some music player(Naver, Kugou), it will pause music if receive PLAY
command while in PLAYING state. While play using these music players and
trigger SHO via AVRCP PLAY, music will be paused so that stream can not
route to remote. Need check avrcp current player state instread of device
playback state to ignore passthrough PLAY command.
