BT: Vendor Command to provide Add-on Features Set to HOST[2/2]

 - Read add-on features supported by the controller.

 - Add-on Features support VS command only sent for cherokee
  controller.send scrambling support VS command in case of
  Add-on Features VS command is not supported by the controller

 - It will always sends 44.1k as supported freq if  scrambling
  is supported from SOC or 44.1k freq support feature is set.
