ipacm: Address ipacm start failure

 * ipacm pid file is stored at /data/vendor/ipa/ipacm.pid, and the
   service fails to start if the directory is not accessible.
 * QCOM uses ipacm-diag.rc to create the directory. Replicate the
   behavior since we don't necessarily ship that one.
