FM: Ignore VOLUME_CHANGED_ACTION intent when
    fm is turned off.

 - when fm is turned off and fm app is running then
   if VOLUME_CHANGED_ACTION intent comes,
   no need to apply changed fm volume
 - set default FM OutPut Device to WiredHeadset
