BT: Aptx Adaptive R2 enhancements - Enable Scan control for BLE scans. - Earlier LE scan were blocked for complete LL Mode duration. This change let ALS enable LE scan during LL/ULL mode. Change-Id: I530a569efb9f508d2e0ba998113b9acbcc218d7d CRs-Fixed: 2470271
