HFP: Don't advertise +BSIR, if in-band ringtone
not supported
-If the AG does not support inband ring tone,
then do not to advertise +BSIR:0 or +BSIR:1 while
the second headset is connected or disconnected.
-AudioService takes care of sending BT_SCO=on/off
when SCO connects/disconnects. So removing the call
for setparameters("BT_SCO=on/off") from the HFP side.
