USB HAL: Update configuration descriptors for typec power operation mode USB-PD From USB PD Spec 3.0 and USB Compliance test TD 4.10.2, the configuration descriptor MaxPower needs to be set to zero and bmAttributes needs to be self-powered when power operation mode is usb_power-delivery.
