init.qcom.usb.rc: Set MaxPower to 900mA On some targets (such as GKI) the default bMaxPower is not able to be hard-coded using the kernel config USB_GADGET_VBUS_DRAW. Instead we can set this value via USB ConfigFS. Change-Id: I467dab4fa85e7d07837f6afb6d58c73812619022
