USB: HAL: Skip remote wakeup and auto suspend for some targets For some platforms, remote wakeup and auto suspend features are not required. Avoid enabling these features if wakeup is not supported by the controller. Change-Id: Ib64c3b9e71e07f954cfd40f5e695144d47de1bbd
