Dreamliner: Initial import for Settings [1/2] * Also add Google's FeatureFactory implementation. This class will be used by Pixel 3 and Pixel 3XL. We need to point to this class with a small config overlay "config_featureFactory". Change-Id: I5e50528317ded5678f2287799921721d1067fcf3
